Shortly after the announcement of His Majesty's Government plan June 3, 1947, the Nizam issued a signed statement of its intention not to send representatives to the Constituent Assembly of either Pakistan or India, and making it clear that the 15 August he would be entitled to resume the status of independent and sovereign. On August 17, wrote to Nehru that Hyderabad had decided to seek the good offices of the United Nations so that the dispute between Hyderabad and India might be resolved and a peaceful and lasting solution to them.

The Government of India did not agree that Hyderabad had the right under international law to seek the intervention of the United Nations or any other outside agency to solve the issue. And, as the Government of India believes that the Indo-Hyderabad conflict as a purely domestic, which denies the Nizam's claim to invoke the good offices of the United Nations in which connation.
